Does FontForge do different things when exporting an OTF vs TTF? Maybe there is a kern table in the TTF and no GPOS kern feature? Just guessing …2 -

Yanone Kaffeesatz is another typeface where the Bold is generally narrower than the lighter weights.1 -

As far as I know, many Linotype designs used the same standard set of accents, they weren't drawn to match each typeface.1
